Mr. Harrington is a general contractor who provides consulting services to attorneys, property owners and other contractors. He has an acted as an expert witness since the early 1980s, testifying at deposition and trial regarding a wide variety of construction issues, from the integrity of construction techniques and habitability issues to contractor fraud. He also assists contractors in cases involving the California State Licensing Board.
Because Mr. Harrington has acted as both a developer of his own properties and a general contractor for clients, he has a unique insight into the owner-builder relationship, as well as their differing perspectives about architects, engineers, planning commissions, and building departments.
He often consults regarding techniques that have been grandfathered but are not acceptable for new construction.
Mr. Harrington’s testimony has successfully countered multiple experts at trial.

In the 1990s he was recruited to act as an industry expert by the California State Licensing Board. He has served San Francisco attorneys regarding building code compliance, the 1997 fire safety codes, and sat as a member of the Citizen’s Advisory Board for the 1997 San Francisco Building Code.
Having developed over 50 homes, condominiums, and multi-family residential buildings, in addition to major remodels to 20 other residences dozens of smaller residential and commercial jobs, Mr. Harrington has real-world experience handling lead and asbestos when renovating residential buildings and toxic waste when developing vacant properties. In one case he recovered over $650,000 in remediation expenses from Chevron Oil, the responsible party.

Mr. Harrington is a Cooperating Member of the International Code Council, classified as a Building Safety Professional as well as a Participating Member in ASTM International, a Committee Member of G03, and an EPA and HUD Certified Lead Renovator. He is a court-certified construction expert.
Mr. Harrington obtained his Bachelor of Sciences degree from UC Berkeley in 1976.
